Young people are not a homogeneous group, yet many democratic arenas and communities are still designed based on a notion of the “average” body-capable adolescent. This means that many experience barriers to real participation, not because they are deliberately excluded, but because their access is rarely thought about from the beginning. The Bevica Foundation and Ungdomsbureauet have therefore entered into a five-year partnership to enshrine universal design as a central principle in Ungdomsbureauet practice and democratic work with young people. The partnership draws on Universal Design's values of inclusion, equal participation and diversity — and aims to create new ways of working with engagement, communities and democracy for all young people.
Ungdomsbureauet works to strengthen the participation of young people in democratic communities and create spaces where young people can have a real impact on the development of society. Through projects, partnerships and formats that bring young people together with civil society, organisations and decision-makers, Ungdomsbureauet contributes to making democracy concrete, present and action-oriented. Precisely because the agency works with participation and communities, it is crucial that the frameworks, formats and processes that are developed are accessible to all young people.
The Bevica Foundation and Ungdomsbureauet have therefore entered into a five-year strategic partnership, running from 2026 to 2030, with the aim of integrating universal design as a fundamental approach throughout the work of Ungdomsbureauet. The partnership is based on an understanding that barriers to participation often arise in the way communities are designed — not in the individual youth. By working systematically on universal design, the parties want to create better conditions for more young people to participate on a level playing field.
The collaboration focuses on embedding universal design in the organization's strategy, structures and daily practices. This means that universal design is not treated as a separate theme or temporary project, but as a common principle that characterizes the planning, implementation and evaluation of activities, projects and collaborations. The aim is to develop a practice in which diversity and different prerequisites are considered from the outset.
The work is organised as an ongoing process, where learning and testing take place in close interaction with Ungdomsbureauets existing activities. Through concrete experiences from practice, knowledge is built up, which is gradually incorporated into the organization's regular workflows. The Bevica Foundation contributes professional knowledge, sparring and access to the Foundation's research network, which is involved to qualify the efforts and support a knowledge-based approach to universal design.
The partnership has a clear ambition to create lasting change — both within Ungdomsbureauet and in wider civil society. Lessons from cooperation must be shared and disseminated so that they can inspire other organisations working with young people, democracy and communities. Together, the Bevica Foundation and Ungdomsbureauet want to contribute to the development of a more inclusive framework for youth participation and a democracy in which more people have the opportunity to participate.
